Background

1. Context/Project Description

Anchored in the UNDP country program (2021-2025), and drawing on lessons from its SDG16+ portfolio (2018-2023), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its National Development Plan 2023-2025.

In order to support the government’s efforts to implement the planned structural reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:

  • Outcome 1:  Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
  • Outcome 2 : The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
  • Outcome 3:  People have access to their rights and increase their trust in more responsive, people-centered and human rights-respecting security and justice services.
  • Outcome 4:  Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.

 

In this context, UNDP is recruiting a Principal Technical Advisor (CTP) to support the execution of activities under Outcome 1 of the portfolio. Having the objective of promoting equity in the provision of services rendered to citizens and improving their quality, this effect is structured around interventions, at national and local levels, aimed at promoting integrity and transparency and support the fight against corruption

2. Duties and responsibilities

The Principal Technical Advisor (CTP) of the project title will have the following main tasks:

Provide strategic technical guidance and direction.

  • Demonstrate strong leadership and provide high-level strategic vision and policy advice on issues related to UNDP’s work in the area of ​​governance and anti-corruption, focusing on building partner capacity and the positioning of UNDP in the thematic area.
  • Propose strategic approaches and priorities to drive political engagement, advocacy and portfolio implementation.
  • Develop policy briefs, documents and advocacy messages, and actively participate in high-level regional and national forums and events.
  • Provide technical advice, demonstrate thought leadership to national counterparts and guide analytical work to identify key issues in the area of ​​governance and the fight against corruption, and their gaps with a view to improving the policies implemented in this area.
  • Carry out an in-depth analysis of the political, social and economic situation in the area of ​​governance and the fight against corruption and provide strategic advice to the management of the UNDP central office in this area.
  • Identify links between national and regional programs in the area of ​​governance and the fight against corruption, opportunities for synergies and/or joint programming with United Nations agencies and other development partners, and ensure the integration of best practices in portfolio activities.

Provide technical oversight and quality assurance of portfolio implementation.

  • Provide technical expertise and strategic direction to the Project Analyst to effectively plan and implement activities to ensure the achievement of its objectives and results. Supervisory responsibilities include annual work planning, budgeting, monitoring and reporting on progress, financial, project resource management, procurement of goods and services, and contract management.
  • Orient on the needs for adaptation of interventions and identify the needs for external technical support to ensure effective implementation. This will include support and review of terms of reference, updating and revision of indicators, baselines, objectives, means of verification of results, products and activities as needed, for planning, implementation, effective monitoring and evaluation and reporting.
  • Conduct regular technical, financial, political, operational and field situation management analyzes likely to impact the implementation of the project and inform the Country Office of developments and risks in the portfolio.
  • Identify risk mitigation measures during all phases of the portfolio and propose solutions to fill existing gaps based on assessment results.
  • Prepare and consolidate information, data and reports on portfolio achievements in accordance with the indicators and objectives of the logical framework and the requirements of technical and financial partners.
  • Oversee the development and implementation of quality control mechanisms, including ensuring coordination between stakeholders to ensure the best possible quality of portfolio results, its products, publications, reports and briefing notes before their release review and approval by UNDP and government partners (if applicable).
  • Provide technical support and advice to the Effect 1 technical team; also ensure coordination between UNDP and all stakeholders to ensure compliance of financial and operational procedures with UNDP standards and regulations.

Establish strategic partnerships and support resource mobilization. 

  • Provide strategic guidance for building partnerships and regularly liaising and engaging with UN entities, government institutions, civil society, businesses, technical experts, think tanks, technical and financial partners and others national and international stakeholders in the field of governance and the fight against corruption, in order to strengthen collaboration and maximize its impact.
  • Develop and mobilize networks of collaborators, both pre-existing and new, wishing to participate in the dialogue, interested in the themes of the portfolio and participating in its discussion groups, and likely to enrich the work and expertise of UNDP.
  • Encourage dialogue between different points of view and ensure that all voices are taken into consideration by UNDP.
  • Support resource mobilization by identifying funding opportunities, supporting the development of proposals, and participating in information meetings with technical and financial partners.
  • Work with the country office to define the role, benefits and relevant mechanisms to foster private sector engagement.

Oversee knowledge and capacity building, knowledge sharing and advocacy regarding governance and anti-corruption and UNDP. 

  • Provide strategic advice and technical support to develop and implement a capacity development and learning plan in the area of ​​governance and anti-corruption for the country office as well as participate in learning initiatives at the international and regional level.
  • Oversee knowledge development at national and international levels in relevant thematic areas and document lessons, experiences and best practices from the portfolio that can be useful in the design and implementation of similar programs, thereby promoting sharing and both internal and external learning.
  • Develop lessons learned and best practices documents, or other knowledge products.
  • Monitor developments in the governance and anti-corruption context and provide advice on how to integrate them into current and future UNDP programming.
  • Provide technical advice and ensure the quality of the content of the knowledge products developed.
  • Carry out awareness-raising and capacity-building actions at the national level in terms of planning and coordination of development programs in the area.

Actively contribute to the tasks of the portfolio coordination team

  • Support learning exercises and ensure the active participation of relevant team members
  • Contribute to the preparation of comprehensive and relevant reports on progress and results achieved under the different Outcomes, contributing to the monitoring and analysis of results across the portfolio.
  • Participate in monthly coordination meetings to ensure and strengthen the coherence of the portfolio, learn from experience and discuss potential adaptations according to the portfolio governance structures.
  • Support the preparation and implementation of the annual joint planning process for the portfolio, which will bring together all stakeholders in the relevant region and partners to ensure the implementation of the four portfolio outcomes using an integrated and thematic approach .
  • Participate in regular discussions on strategic themes and contextual and prospective analyses.

The incumbent will be required to carry out other tasks falling within his/her functional profile and deemed necessary for the proper functioning of the Office and the Organization.

3. Institutional arrangements

The CTP will act under the strategic guidance and advice of the Deputy Resident Representative and under the daily and operational supervision of the Team Leader of the Governance cluster. According to the integrated approach of the portfolio, the CTP will work in a transversal manner, in collaboration with all the teams responsible for the implementation of the Outcomes, as well as with the portfolio coordination team on strategic issues, related to learning, monitoring and evaluation and knowledge management.
