ESTABLISHMENT OF A FRAME AGREEMENT (S) FOR THE PROVISION OF PROFESSIONAL PHOTO AND VIDEO SERVICES-UNHCR Retour vers les opportunités

UNHCR wishes to hire the services of a provider to shoot, edit and deliver high quality color photographs and short videos of refugees and asylum seekers and others of concern to  UNHCR in Tunisia and to cover specific events and activities of UNHCR Tunisia all over the  country. The assets will be used to ensure proper communication and visibility for UNHCR  activities in Tunisia and their impact on the lives of people we serve; and showcase  contributions of donors.  

The assets will be mainly disseminated through UNHCR channels, such as website  (unhcr.org) as well as global and local social media accounts; and eventually on donors’ channels (websites, social media accounts). 

The photographer or videographer will be available on call within short notice, whenever  and wherever there is need to cover activities, events or collect refugee stories.  

The photographer or videographer will work as part of a team with the PI/Reporting Unit of  CO Tunis and with other UNHCR and partners colleagues as relevant and deliver photos and  videos to illustrate stories of refugees and asylum seekers present in the country. The  PI/Reporting Unit might or might not accompany the photographer or videographer during  the missions, depending on availability and nature of the assignment. However, the  photographer or videographer must follow their indications all the time. 

All images and footage must be filed on Refugees Media without exception following the attached Photographer’s Guidelines, UNHCR Video Delivery Guidelines and Social Video  Guidelines exactly.  

Deliverables 

Photos: 

• For stories: high quality color horizontal photos to illustrate and give context to the  stories being researched by the PI/Rep Unit. Namely, high quality portraits are  requested, both looking at the camera (eye contact), spontaneous and showing  context. 
• For events and other: a tight edit of images with embedded caption information  covering the mission and illustrating events, activities of refugees and others of  concern to UNHCR in Tunisia. 
• Usually, 10 -15 images per working day are requested.  
• All images are color corrected and have embedded metadata before they are  uploaded to UNHCR’s digital database system Refugees Media. Photos need  thorough and accurate captions, including names, ages and full stories of the  subjects. The PI/Reporting Unit will support with provision of the needed information, captions and the text of the stories but the final upload is the  responsibility of the provider. That information must be embedded with other  metadata.

Videos :  

• Videos must be short (2 – 3 minutes). 
• One version of the video in landscape format (16:9) – original language with  subtitles – using the provided templates and watermarks. 
• One version and squared format (1:1) – social media format – original  language with subtitles – using the provided templates and watermarks. • Versions with translated subtitles as requested. 
• A dope sheet including script and shot list. 
• All original raw footage (rushes). 

For video editing, adhere to brand guidelines using UNHCR video editing templates for  Adobe Premiere which will be provided by UNHCR to the Contractor. 

Deadline for the delivery of the material is to be agreed with PI/Reporting Unit on a case-by case basis depending on the nature of the assignment. 

Required qualifications 

• At least 2 years of proven experience as professional photographer and/or  videographer with a track record of content production in the realm of humanitarian  aid, international organizations or photojournalism. 
• For photography: proven ability to realize meaningful portraits, including of people of  color. Portfolio showcasing previous works needs to be presented. 
• For videography: proven ability to realize meaningful video stories for social media,  documentary/TV style being not sufficient. Portfolio showcasing previous works needs  to be presented. 
• Capacity to undertake production and post-production tasks all at once if needed. • Previous working experience covering migration, people on the move, asylum issues or  similar is an asset. 

Other requirements 

• The photographer/videographer needs to have its own professional equipment to allow him/her to realize images and sound of high quality of standard. Images in low  resolution, low quality or presenting stains due to lenses in bad state will not be  accepted. Bad quality of sound in the videos will not be accepted. 
• The photographer/videographer needs to have its own editing software and needs  to be able to use it at a professional level. 

UNHCR Tunisia will provide on-the-job training and opportunity of formal training if  available from UNHCR HQ or Regional Office. 

Work locations  

Usual work locations are the areas of Grand Tunis, Sfax, Zarzis, Medenine and Gabes. Work  in other locations might be requested. The photographer/videographer needs to include in 

the price offer, as specified in the relevant documentation, all the expenses related to  accomodation and transport outside his/her usual work location. Commuting between the  different shooting locations within the same working day can be provided by UNHCR depending on the circumstances. 

Photographers and videographers may not publish photos, footage or any other image on any social media (personal or professional accounts). All aspects of the  photographer/videographer’s employment and details of his/her work with UNHCR are  strictly confidential.  

All the persons of concern to UNHCR as well as other individuals who are portrayed on the  pictures or filmed with recognizable features must sign a consent form for the use of their  image and/or name. The purpose of the work and utilization of images must be explained  carefully to allow individuals to express their fully informed consent. Consent forms are  provided by UNHCR and should be handed over to UNHCR PI/Reporting Unit. 

Copyright: 

UNHCR owns copyright to the material. The photographer must have permission to use this  work in their portfolio. The photographer must also receive permission from UNHCR to give  any images to their agency or publish images in the media. All images must always be  credited UNHCR / photographer’s name regardless of use. If the photographer receives  permission from UNHCR to allow his/her agency to use the material, s/he may only share  images after an agreed embargo. The photographer and his/her photo agency cannot sell  the work to UNHCR’s competitors, including any other UN agencies as well as non governmental organizations, including but not limited to Save the Children, CARE, Mercy  Corps, War Child, MSF, World Vision, Refugees International, Amnesty International, Human  Rights Watch, Oxfam, Action Aid, The Red Cross, ICRC, etc.
