Organizational Context and Scope:

Established in 1951, IOM is a related Organization of the United Nations, and as the leading UN organization in the field of migration works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the direct supervision of the Chief of Mission (CoM), and in close collaboration with project managers of relevant operational units, the Head of Sub-office will be responsible and accountable for assisting in the development, planning, implementation and monitoring of the sub-office activities as well as for leasing with local authorities and partners, and reporting on IOM’s activities in the area of responsibility.

The Head of Sub-Office will also provide strategical and technical recommendations on the way forward to a successful and timely implementation of humanitarian activities targeting vulnerable migrants and crisis-affected communities in the South of Tunisia, as well as migration and development initiatives.

Core Functions / Responsibilities:

In particular he/she will:

  • Assist in monitoring and overseeing all aspects of the operational, logistical, administrative, budgetary and financial activities as well as supervision of staffing in his/her area of responsibility for the administrative matters in close coordination with the related unit and in accordance with program standards.
  • Supervise all staff members assigned to the Sub-Office and ensure that they perform the tasks assigned in line with IOM regulations and guidelines and according to donors’ requirements.
  • Coordinate a timely IOM response to migrants in need of humanitarian, social-economic and legal assistance in the South of Tunisia; in particular to migrants rescued at sea, migrants stranded in the South, and migrants requiring support for long term solutions including assisting voluntary return and reintegration.
  • Maintain effective working relationships with local government authorities, community leaders, relevant UN organizations and international and national CSOs involved in the assistance to migrants and hosting communities.
  • Support the development of effective strategies and action plans with the respective local service providers/partners in the South of Tunisia (local government organizations, hospitals, CSOs, etc.).
  • Ensure perfect running of emergency shelters for migrants.
  • Support the Tunisian authorities, and civil society, in harnessing the potential of migration to contribute to Tunisian society, benefitting both host communities and migrants. In particular supports skills mobility partnerships, initiatives aimed at the integration of migrants in Tunisian society through policy, educational, sports, cultural and economic initiatives, and promotes deeper engagement with the Tunisian diaspora.
  • Ensure appropriate implementation of IOM’s policies and procedures with regards to emergency response and post-crisis management.
  • Work and liaise with relevant colleagues and stakeholders in developing plans of action and projects in support of the crisis management process and support the update of the UNCT Contingency Plan in case of mass influx of migrants from Libya;
  • Prepare and submit weekly and monthly reports to relevant Project Managers (PMs) and COM, and provide inputs and statistics according to needs and requests received.
  • Support in the overall implementation of projects in the South of Tunisia and ensure compliance to relevant IOM and donors’ policies and procedures.
  • Represent IOM to meetings organized in the South of Tunisia, by partners and authorities.
  • Support PMs in carrying out technical assessments to best respond to the needs of migrants seeking IOM assistance and of host communities.
  • Support the development of new proposals.
  • Coordinate on security related matters with Security Focal Point in Tunis and local Regional Security Advisor (RSA).
  • Ensure that sub office and its staff comply with MOSS requirements and UNDSS advisories are followed.
  • Undertake duty travel related as required.
  • Perform such other duties as may be assigned.

Critères d'éligibilité

  • Bachelors or equivalent or higher degree in Management, Law, Economics, or Business Administration or other relevant field from an accredited academic institution with 5 years of relevant professional experience; or High School Degree in the above fields with a minimum of 7 years of relevant professional experience.
  • Experience in the field migration and in particular direct assistance and protection;
  • Experience in complex humanitarian emergency or post-conflict environment
  • Experience in liaising with governmental authorities, other national/international institutions;
  • Experience with Microsoft Office products, especially Outlook, Word, Excel and PowerPoint;
  • Ability to establish and maintain strong working relations with Government counterparts, UN and/or non-governmental organizations
  • Familiarity with the region and the continent an asset.
  • Thorough knowledge of French, Arabic and English.
