Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context:

The International Organization for Migration (IOM), as a member of the IASC, recognizes the importance of accurate and timely information to advise an adequate humanitarian response as well as future transition towards return and recovery. Insecurity and instability in Libya have led to widespread internal displacement. IOM’s projects seek to provide a better understanding of IDP displacement and other mobility patterns in the country in order to inform a better targeted humanitarian response.

Under the overall supervision of the Senior Programme Coordinator, the direct supervision of the Programme Coordinator of Displacement Tracking Matrix (DTM), the Programme Assistant will be responsible for supporting with implementation aspects of Displacement Tracking Matrix.

Core Functions / Responsibilities:

1. Provide overall administrative support, preparing purchase requests, payrolls, requests for payment.
2. Assist in the program’ procurement, preparing contracts with vendors, soliciting quotes.
3. Ensure proper documentation and filling of the project administrative and financial documents as well as of data collection forms.
4. Assist in the planning and implementation of field missions and trainings (Travel Authorization, security clearance).
5. Support liaison with relevant governmental, non-governmental entities (NGOs), international organizations as well as other relevant actors.
6. Support with all event note taking a report drafting in English and Arabic.
7. Liaise with Libyan counterparts to ensure proper administrative documentation are filed in a timely manner to ensure project implementation.
8. Support with DTM monitoring and evaluation of Libyan partners, monitoring work progress and results achieved during data collection cycles.
9. Assist with data entry when necessary and support with managing and supervising DTM data entry team.
10. Provide Adhoc support to DTM data analyst teams and proof reading and editing capacity to DTM reporting team.
11. Translation from Arabic to English and/or French and vice-versa.
12. Ensure that confidentiality and the right to privacy is maintained with regard to confidential information;
13. Undertake duty travel when necessary.
14. Any other duties that might be assigned.

Critères d'éligibilité

  • Bachelors’ degree in public and business administration, human resources management or other related fields with three years work related experience
  • Work experience from an international organization is an advantage
  • Good communication and negotiation skills

  • Ability to work independently, with excellent organizational and multi-tasking skills

  • Computer knowledge use including Microsoft and ability to use internet and email
  • Familiarity with mobile data collection technologies and GPS an advantage
  • Fluent written and spoken English and Arabic
  • Fluency in French is an advantage
