Youth empowerment in the context of irregular migration 

The UN agency for Migration – IOM Tunisia is looking for a Project Assistant (Youth empowerment in  the context of irregular migration) according to the terms of reference stipulated below. Organizational Context and Scope: 

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and  works closely with governmental, intergovernmental and non-governmental partners. IOM is  dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing  services and advice to governments and migrants. 

Under the direct supervision of the IOM Tunisia Head of Protection and Health Unit, the successful  candidate will be tasked to assist the development, implementation and reporting of the projects in  relation to empowering the youth to prevent irregular migration of the Protection and Health Unit. The projects in the area of empowering the youth aim to support and accompany youth at risk of  irregular migration to explore possible alternatives. A full mechanism will be implemented which aims  to strengthen national capacities to provide empowerment services to youth through technical  support and tools, facilitating cross-sectoral coordination, establishing national networks and referral  mechanisms, and provide trainings and conferences to exchange lessons learnt and good practices. 

Core Functions / Responsibilities: 

  1. Support the implementation of projects in the subject area, including but not limiting to  conceptualizing, planning, preparing, and implementing program activities; 
  2. Participate in the development and maintain the project work plans and activities; 3. Provide inputs concerning the project activities to the interim reports;
  3. Identify issues and report them to the supervisor in a timely manner with recommendations for  resolution; 
  4. Support with maintaining partnerships between IOM Tunisia and relevant Government entities,  other UN agencies and civil society partners; 
  5. Organize and participate in meetings with key local stakeholders (local Government institutions,  CSOs, etc.) and the private sector, inter alia taking minutes of the meetings, brief notes/notes for  the file; 
  6. Prepare training work plans including logistics and budget. Support the Project Manager in  managing the training costs and project budget lines and tailor the training programs as  necessary; 
  7. Ensure discretion and confidentiality regarding the personal data of beneficiaries, in line with IOM  Data Protection Principles; 
  8. Support the production of regular briefings, summaries, press releases, presentations and other  relevant information materials on project activities, when required; 
  9. Draft official correspondence (letters, Notes Verbales, faxes) and dispatch official correspondence  to Government, partners, other IOM offices on time and effectively;  
  10. Fulfill internal procurement, and other administrative formalities in order to provide support to  programmatic activities; 
  11. Maintain the necessary administrative and financial documents and relevant documents for  reporting; 
  12. Perform other related duties as may be assigned by the Project Manager. 

Education and Experience: 

High School Degree/Certificate degree, preferably in business administration, human resources,  psychology, or other similar domain from an accredited academic institution and three years of  relevant professional experience; or bachelor’s or equivalent or Higher degree in the above fields with  one year of relevant professional experience. 

Experience: 

Sound knowledge of financial and administrative skills; 

Experience in Labour Migration, Migration and Development; 

Knowledge/Experience in employment and youth empowerment; 

Strong organizational and planning skills; 

Excellent time management skills; 

Excellent verbal and written communication skills in all three languages (Arabic, French, English); Attention to details and problem-solving skills; 

Experience working with government counterparts, private sector, international organizations  and/or non-governmental organizations (NGO) is an asset; 

Capacity to work effectively and harmoniously within a team of colleagues from varied cultures  and professional backgrounds;

Experience with Microsoft Office products; especially Outlook, Word, Excel and PowerPoint. 

Languages: 

Fluency in French, Arabic and English (written and spoken) is required.
